Need refundable tickets (Israeli soldier) MIA <->TLV

I'm purchasing airline tickets (TLV <-> FLL or MIA) for my daughter, her husband (Israeli career army officer) and their 4 children. He received permission from his superiors to take vacation (six weeks July/August) to travel but was told that the permission can be rescinded at any time due to the war. I need to be able to cancel and get at least vouchers, if not a refund for all 6 tickets. We were thinking to buy on ElAl as for $29/ticket I can cancel for voucher. Definitely open to other ideas.

The next question is what is the best credit card to sign up for in order to get the most out of the $9000 minimum cost of these tickets. My husband and I can both sign up for same or different cards if that's relevant.

Just a thought,  I would not wait the few weeks it can take to get the cards and book, the fare can go up and there goes your points earnings, if you know the flights you want, better to book sooner.

Delta tickets out of Tel Aviv are typically fully refundable. You can also find Delta combinations with Elal or Air France.

You mention voucher however you should keep in mind that many European airlines (BA IB LHG on many fares) don't offer vouchers but allow multiple free changes

So assuming the family will be traveling at a later time it is pretty much the same

If you specifically want vouchers that can be used by anyone  you have much less options

You might want to contact an agent for something like this a sometimes children's fares can have different rules  or if you would need to split the booking for example if you was to need to depart or return separately at the last minute

Some CCs will give you a virtual number immediately upon approval.
