It is offered at the airport for any transiting passengers on a FCFS basis.

See here for the different tours. Depending how much time you have, you can try and do multiple tours.

We did a one hour tour and then got right on another bus for a five hour tour.

Do you know if they'd have an issue with me just staying in Seoul at the end of the last tour and go straight to my hotel?
