What are the options for rental cars in Europe for driver under 21?

Www.economycarrentals.com it's the cheapest and always includes underage fee

Hertz representatives have told me that USAA waives the underage fee even in Europe. IME they charge but one phone call reverses the charge

I know someone that rented there and they charged under age fee.
