Why exactly do you think the US should be putting troops or mercenaries on the ground after a crash of 1. A Malaysian plane in 2. Ukrainian airspace 3. That had a single US citizen on board, who wasn't traveling on a US passport? That would cause nothing but trouble- perhaps dragging the US into yet another war.

Then why is NTSB sending ? just to get shot at ?

As chff notes, the US has a right to be in the investigation, along with Malaysia, Ukraine, and the UK (Rolls Royce engines). However, this is totally different than sending troops or mercenaries to secure the site.

Why is a big deal being made over the black boxes? Aren't the recording to see if the pilots knew of any system failure etc.
It is pretty clear what brought down this plane.

First of all, the only sources for what brought the plane down are Russians/Ukrainians/Pro-Russian-rebels blaming each other. It would obviously be very helpful to get empirical evidence of what actually happened, second of all by analyzing the exact sequence of events on the data recorders new details might come out that might help make planes safer in such cases in the future.

For days Ukraine has been saying they have proof the missile came from Russia. How about showing the world some proof already ? A video of a truck driving down the road doesn't prove much.

The proof was phone recordings between the rebels after the plane was downed, it was released a few days ago
