I may be wrong as I dont know well the local customs of rentals in Monsey/airmont but this seems nor right nor the norm?

I know one landlord who wants the tenant to pay to fix the heating?  They have not had heat for a week and landlord said that anything $100 or less(any repair)he wants the tenant to take care and he will take care of the rest. Landlord said somehting that it was turned off last winter and needs to be opened up again but wants tenant to sign a contract that they pay the first $100 for any repair and major maintenance going forward etc.....

Is this the norm?

whats the best recourse for tenant? whom can they contact if landlord is adamant about not paying the first $100 for major maintenance/repairs etc....?

no heat for a week as they are at a standsill who should pay for heating
isnt a landlord suppose to cover fully basic habitability repairs(heat) both from halacha and American law perspective?  soemthings like heat and leaks just are in a different category no?

Truth is I've only heard of this re. plumbing. So maybe you're right.

for heating repairs also?
When I was a tenant I was expected to cover minor repairs up to x amount for anything. Once the amount was 50 another time it was 75.
