Correct. Every time this happens, people make noise for a few days and then many folks just go back to walking in the street, in the dark while it's raining, without reflectors while wearing all black. It's very frustrating. I once stopped somebody who darted out from behind a car at night (without a reflector) after I narrowly avoided hitting him. I explained that even if he doesn't care about his own life, he should at least be careful so that nobody feels guilty for killing him by mistake.

Nothing like a little reframe for people who don't realize that their brains are not engaged. Get them to think about what they are doing and maybe they will come up with something.
