You order a device (free or not), and get 500mb free for a month. You will also get a free trial of 2gb per month, which they will bill you for if you don't cancel before the second month. They take your credit card to order, even if your device is free, and try to chap you on all sorts of fees and things.

If you don't have backup payment you only get 400 MB.
1. they want you to purchase a regular plan
2. they hope you won't cancel your premium membership (they give you a lot of red letters when you do so...)
3. they want you to go over (1. 500 MB uses very quick 2. they charge you $10 when they top up your account)

Change the Auto-Top-Up settings.

except it's not automatic. You have to either have money in the account or have top up enabled. Otherwise the internet just shuts down.

Another tip: don't leave your computer on / the device powered on when you're not using the computer. You never know when it will decide to download updates or something, and use your whole month's internet in one shot.
