  What does this mean?

It means, the biggest discount you'll get is 21 agurot, and that's from full service price.
If you fill up in your own you'll get the price of full service minus 21 agurot, which is less than self service regular price.
Let's say the price of gas is 7.50 per liter full service
So usually the price of self service is 18 agurot less, so you pay 7.32.
With this discount you'll pay additional 3 agurot less.
Basically you'll pay 21 agurot less from the full price no matter if it's full service or self service.
Btw if you want the Israeli CC just for the sake of discount on gas, there are gas stations in Israel where you pay less to begin with, and comes out cheaper than any of these "discount" offers.

The 3% CB is for specific stores and does not include fuel, just the in-station convenience store.

yes, there are a few credit cards in Israel that have that benefit, it's only for full service.
not that great, as it brings it to about the same price as filling up by yourself.

I have an account with Bank Hadoar and got their debit card, but I am being told that it can't be used for Israeli cell phone plans. (Also costs about ₪8 per month).
I've been waiting over 5 years with bated breath for someone to say that!

Are you sure you can't use an American card? I was able to set up auto payment on a Bonvoy and Ink at a Hot Mobile kiosk. It didn't work over the phone, and CSR didn't work. I never tried other phone companies.

I am being told that HOT is the only one that takes non Israeli cards. (Golan does, or at least used to, via PayPal).
I've been waiting over 5 years with bated breath for someone to say that!

With foreign cc you can do Pelephone pre paid (mb other prepaid as well. Plan wise you are very limited-its just hot afaik. You can use a reseller such as https://www.annatel.us/en_US/ or Cellular Israel.
I don't think you can open a חוץ בנקאי credit card as a foreigner. To open a בנקאי credit card you need an account at that bank, something I presume you would like to avoid.

Golan still works using PayPal.  My wife has Partner and no issues charging the bill to a Venture X

Don't think u can open a cell line with a debit card.

Not sure about those two, I believe that in busy times/areas the resellers get hit first so I try stay away.

My cousin made Aliyah and plans on spending ₪10-₪15 million annually on local Israeli credit cards (his vendors won’t take American cards in big transactions). He currently has a FlyCard but doesn’t want to collect with just one program. What is the best rewards card in Israel? (Local Amex?)
