If you previously purchased Office 2007 or Office 2010 from the HUP Program and you still meet the HUP program eligibility requirements you may purchase Office 2013. If you previously purchased Office for Mac 2011 you must wait until a new Mac version is released before you are eligible to purchase again.

These guys have it for sale for $83. Not sure if that's cheap enough for you.
They seem to have good feedback/ratings online.

Prices on 2013 seem to be dropping thats a sign that a new version may be coming out in the next few months.
If you are getting it now you may as well get 2013 unless you are not planning on using it a lot
