Happened to me last summer. Called the HVAC guy and hhe put in freon and a sealant. He told me I probably had a leak. Turned it on again this summer and same thing no cold air. I still have a leak but now they need to find it. Hopefully it's a small part that's easily replaceable.
If its a very old system its probably worth changing it to a more efficient system.
Unless you can get it recharged for cheap and it last the summer.
The EPA wont like you but they don't like allot of people.
 Or find the leak and replace that part. The blower/evaporator  in the attic or the condenser outside.

How old is your central unit? I only ask because the newer PSC motors already have a capacitor built into them that mitigates the brownout effect.
There's also something called a hard start kit for the outdoor compressor. The better models come with a wiring harness, relay, capacitor that can usually cost in the 175-200 range(retail).

Turned on my window AC this Friday for the first time this year heard a bang and my electricity went off , when i turned back on the breaker and the AC the fan is working but the compressor won't turn on,  that probably means its time to buy a new machine, or anything still fixable?

this is why i asked

I wanted to know which one breaks

For example i have 2 Friedrich and 1 GE
the Friedrich work perfect the energy saver too, it turns on frequent enough to feel the temp,

The GE you can read here and when energy saver is set it could get so hot since there is no air flow passing to activate the A/C

So many ddf'ers are reporting similar issues w/o writing the manufacturer name, maybe they are all from the same few.

Air conditioners brake...
Nothing you can do about it.
If you're looking to compare companies by a few ddf reports thats another story.

They are usually not worth fixing.
By the time you take it out of the wall/window and take it apart and diagnose it and get a part that could be expensive and labor its not worth it.
Thats why i asked where you live. You can bring it to me...
