Contact Chabad in Zagreb. To my understanding, the seasonal Chabad of Dubrovnik (which was closed last year) lives in Zagreb. You'll get the best information from him.

We didn't have to time to see the synagogue, but speaking to others that went, it's a must-see, even if not for a minyan

And the oldest Sephardic one in Europe. When I was there a couple of years ago they claimed they still have a minyan every shabbos, which would make them the oldest active Sephardic shul on Earth.

Can't answer your question specifically for April (i went in the summer), but it's an absolute must-see. I can only imagine it's nicer because less people will be there

+100 about it being a must see!

No idea about April. I was there in August and some parts were very crowded but there was also plenty of quiet areas once you go past the "bridge". It was also insanely hot but April should have pleasant weather.
