I would say it is unlikely the dell or travel credit would post in time.

CMIIW but I think if the charge posts this year the credit would count for this year even if the credit posts next year.

Yes that's how it has historically worked for me with some smaller Amex credits (such as the monthly restaurant credit on my Hilton credit card).

I charged Clear to Platinum, and added a family member, total should be $169, but charge only coming up for $109. Is this normal? Will the $60 hit later?

There is no firm rule but generally amex is willing to give you the bonus again if it's been ~7 years since you closed your previous card. Sometimes it's even a year or two shorter than that.
