Yah, I agree.  Unless I get 100K with $600 credit, it'd be better to just wait because I'd have lost 60K to gain $200.  60K is definitely worth more than $200.  And, if I pulled the trigger with the 40K, I would have to close and wait 12 months for a hopefully hefty bonus offer.

60 days to get refunded. After that it is prorated.

It seems if you have other Amex cards, you can still have protection.
