is the rebate just buying a revenue ticket where amex values each point as a cent or so and then you get some points back?

Why is this better than using the points for rewards with better redemption (first class etc) or even selling the points?

It depends how you use them. MR (and most hybrid points) can get a better value than their cash value when transferred, but it's not always an option. They're good to have on hand for a flight that is cheap in dollars, and/or has no award availability/bad redemption rate. An $80 domestic flight for 5.2k MR is going to be a better value than most award redemptions.

was charged the af on 07/29, tried canceling the card but rep, told me im past the 30 days and i wont get the af refunded, called back a few times, spoke with a supervisor, no success.
What is my best option right now?

If you downgrade to the green card ($95 af) I believe that you will get a pro-rated refund.

But you can just book a flight with a pet, (I do it with united) then cancel the ticket (within 24 h) and you'll still get reimbursed for the "cost" of the pet by amex.
