Priceline says it varies by airline but you should be able to review the fare rules pre-purchase on the contract form.
I did a rather thorough search on Priceline and I found no Zecher of that policy.

Seems like no free cancelation through priceline.Kayak books through vayama and they want $50 to cancel by tom 7pm central
