I know a two year old that's back of head is totally flat from spending too much time laying on his back in a Doona.

Seriously, you need to consider your lifestyle to come up with which stroller is right for you.

Do you have a lot of steps? Some strollers are easier to get up and down steps. Bigger wheels, different lengths work for different steps... Some can take the abuse of steps, some will break before the babies birthday.
Does it fit in you elevator?
Will your wife be taking busses or taxies? Busses: Some strollers are easier to get on and off busses. The width of the stroller can be the difference between being able to take it down the aisle and a seat or being stuck standing by the door (in everyone's way). Taxies: A stroller that can be folded with one hand while holding the baby is ideal. A stroller that you need two hands to disassemble to fit in the trunk of the taxi when theres a line of cars honking, can be difficult and very stressful...
How do you do your shopping? do you need a large basket to hold your shopping or do you have a different way to get it home?
How much room do you have in your apartment? A small dira gets even smaller if your stroller is in the way.
How much space do you have to store it after the baby grows out of it?
How soon are you planning on having another? Is it worth it to invest in a top of the line single, when you might need a double in a year or so?

These are only some of the details that can make a difference between enjoying your stroller and cant waiting to get a different one (if you even have the budget to get another one!)
Go to the park in your neighborhood and ask the mothers if they like their stroller, and if they had to do it again which one would they get.
Small details can add a lot. When we were looking at strollers, I saw one that had a pocket to keep the raincover. Genius, here in JLM where you can go out and it looks like great weather, and a half hour later be pouring. How much shade does the awning give? You dont want to give your kid sunburn every time you take him out in the summer.
Dont get blinded by stupid details like "this one comes in burnt orange" or "Its expensive so it must be good"

If someone brings one from the states do they bring in in or out if the box.  Can you bring one on the plane out of the box without a baby?

Prob can bring as checked luggage but (YMMV) they may make you pay sales tax if they catch smuggling it in.

if you bring it w/o a baby you will always risk paying taxes, even if it's not in a box.
In the past I have brought in large things that I may have had to pay taxes on (a  yamaha keyboard) in the original box wrapped in white paper and then in shrink wrap.
If they do stop you bring it in, it could make a difference whether it looks like its possible that its being brought in for resale i.e. in the original bubble wrap...before you bring it open the box, unwrap it take out all the manuals...

I asked my wife what she thought and she had some additional points:
Budget. there's no point deciding that the ideal stroller for you is a Bugaboo Bee 5 if your budget is $200. There are places where you can buy used strollers, which reduces the price. Also some people sell their strollers, look in the classified section of the weekly shopper thing they stuff your mailbox with and on bus stops.
Height of handle: Taller and shorter women especially may find the height of the handle uncomfortable. A CityMini for a short woman, or a donna for a tall one, not such a good idea. I'm 5'9" and i find the doona a bit short.
Weight: Lighter is easier to push especially up hills. Heavier ones will be more stable even with shopping bags hanging from the handles.
Color: Lighter colors might be cute or stylish but they will look awfully dirty with a litle bit of use. While we're at it keep in mind how easy the fabrics are to clean.
Maximum weight or how soon your child will grow out of it. For example your baby will grow out of a doona after about a year, and your going to have to buy another stroller then.
Diaper bags and other accessories: You could pay full price for the ones made for your model stroller,  though they do go on sale from time to time. You can also buy pretty generic ones. Shop around. Sharei tzedek gives one to mother who give birth there.

Some strollers will fit in a standard suitcase. There are even ones that fold so small that they qualify as a carry on!

No. It's marketed by pelephone. But online and pick up a sim for it at any of their locations, I did it at their desk at tachana merkazit.
