Can someone located outside of North America download the new app via the link and try calling the US to see if it works and it's free?

I have been using this in iOS for a couple of months now, in Australia.
I don't understand what the big news is.
BTW, voice quality is really good.

Are you dialling the 1 before the area code?
If not, it will "think" it is an international number.
