This app is 10cents/min. Vonage is 4.9cents/min.

After downloading the hangouts dialer, whenever I receive I call it comes in on both the factory dialer and Hangouts.

Goto settings in hangouts app, select the google account, uncheck the "Incoming Phone Calls" option under Google Voice.

How do you get incoming GV calls to come in to Hangouts?

Are you dialling the 1 before the area code?
If not, it will "think" it is an international number.
