my thoughts are that most ppl that apply there have no clue of all issues involved
the only way to stop it is to get them to know what is involved
trying to stop the advertisers will not work as too much money is involved here
only a massive campaign explaining the dangers will stop other ppl from applying thru this

How about a similar ad with a big "lies" or "fraud" going through it ? Would that help ?

they will just write something like references available and give them someone who got the full post to call. It would need to explain all the issues well. The ad in Lakewood was a good start but was inaccurate. That can do more harm than good.

This can work and can be very cost effective as well, but it would need to be ongoing for a few weeks to garner enough attention.

Would signing some kind of document stating that I allow them to apply solve the problem?

Besides if this is the only tayna that the ad would say, I would think that people would shrug it off saying "that I allowed him to do it". If it would be illegal from the banks side then maybe it'll be easier to convince people to stop allowing this to happen.

I personally don't do RT, but I'm sure some here do it. Trying to get these people to stop is in some way because we don't want them to ruin it for us. Telling people not to do it when they can easily find out that the people that put in the ad are doing it themselves will come across as hypocritical.
Regarding business apps there really is no tayna, will be totally hypocritical to call that out.

I understand what may be illegal.
Then I was trying to figure out what the sales pitch of the ad would be.
Being that it's done here on a small scale, it'll be hard to tell people off just to save the tricks for yourself.
It may be good enough just to write that they are dishonest with the amount they pay you.
