$75 fee:

-21+ days prior to departure is based on the departing city time zone, not the booking city time zone.

EDIT: I managed to call in and have them waive the fee when it was within 21 days in departing city time zone but not by booking city time zone

UPDATE: AA has removed all close-in fees

I have Reservation on hold that is about to expire, the flights are still available, can I ask them to extend the hold, or to redo it, or play dumb and call and place a new one on hold and then release the first one?

There never is a straight answer. I find that by being the most specific you can, will help you get a straighter answer from those who offer 1-3 word answers. So try again.
What kind of change?
Are you sure you aren't adding an illegal leg?
When was it booked (+21?) when are you changing it to (-21?)?
Is your wife ok with Arab countries?
What color are your socks?
