$75 fee:

-21+ days prior to departure is based on the departing city time zone, not the booking city time zone.

EDIT: I managed to call in and have them waive the fee when it was within 21 days in departing city time zone but not by booking city time zone

UPDATE: AA has removed all close-in fees

Seriously, has no one here ever changed an AA award with in 21 days? Well, if you have you should know that you get charged $75 upon making the change, UNLESS the original booking was less than 21 days out - causing you to have to pay the $75 fee upon the original booking.

That's what the language seemed to imply and thus my question, but it certainly doesn't seem to be how it's been enforced. If I can get them to stick to it though that'll be great.

Just pointing out that there was no machlokes d93 and ajk.  You were talking about different cases. 
Personally I have been in d93s scenario many times and have always been charged,  the system does it with two exceptions - day of (maybe once day before) changing to a different time on the same date of travel over the phone,  and in the airport

So you're saying that I can book a CX flight now for June. Then in May/June switch to my real dates with no close-in even if the change is done a week before new flight.

Because I've done this many times,  and was always charged the $75 if it hadn't been charged yet for that reservation.  (i.e. The original reservation was made more than 21 days in advance). 
The one exception was when I changed a ticket ex jfk to escape the snowstorm several weeks ago,  before they announced the weather conditions (or whatever they're called).  I went from a saaver F to a full fare J,  and since I had to put in mileage and it was due to weather they waived it,  but that required a supervisor to waive.  The system charged it by default.

By knowing the actual rule and educating the rep on the phone about it when they are about to charge you $75 when they shouldn't.

OK, I stand somewhat corrected. I can't find any proof in my emails to back up my memories. I do have proof from UA, (and yes, I know it could have been avoided), bot not from AA. Although they did need a supervisor to wive, but they may have been a reinstatement charge, since it looks like they cancelled the old ticket and booked a new one since it was a different class. my apologies.

ETA: I guess that means less $$ wasted, so that part's good. but I'd somehow rather be right :)
