Citi has changed the rules regarding car rental insurance, when using the Citi AAdvantage credit card or the Citi Platinum Select (and probably for other cards as well. If you know about other Citi cards, please let us all know).
1) Citi car rental insurance is worldwide, and does NOT exclude Israel.
2) Insurance is the USA is secondary (if you already have another insurance. If you don't have insurance, e.g. if you don't own a car, it'll be primary).
