Pay your bill using a gift card with "check"?

I bumped into this today, you can pay your credit card with a debit card (gift card) it's not that lucrative due to the fact that they have a small fee ($1.00 to $125.00 for $4.99 more then $125 for 4%) but it's still a not bad way of manufacturing spending.

Extremely expensive!!! Paypal only charges you 2.9% why would you pay 4%???
