a family friend who doesnt know better told me the store she went to told her that to make sure the charges go through, they have to do, $10,$11,$12...i told her after she uses her $99 GC that should have been $90, she shouldn't give any more business to such dishonest people

They probably got confused with the .01, .02 charges. She could have just said "no thank you, charge it as 10.00. 10.01 and keep the pennies"

she didn't know any better to say no, and if the store thought to do 3 separate amounts, they knew it didn't have to be whole dollar differences, it was taking advantage because when someone's getting something free they are more likely to say sure charge extra $9, no big deal if it means im getting $90 free...

I see  pending credit of 10 dollars with the merchant name as "here's ten dollars to get you to stop being a doofus". I never went there what does that mean???

If theres a - before the amount then you are good to go.

Dispute for what? If it's for services or goods not received (like no shipment or broken product, sure). Not sure if they charged you the wrong amount, however, based on Amex's excellent CS, even that may fly.

Kudos to AMEX:

I was approved for a new Gold Business card about a week ago. I spoke with the approving agent on the phone, and he assured me, "no problem", the card would get to me by the end of the week.  I reminded him of the holiday, and he still said no problem.  So, I didn't press the issue and didn't ask him to "expedite" shipping. 

 Well, the card didn't arrive before SBS (supposed to arrive today). I was upset that I couldn't use the card for SBS, so I called AMEX on Saturday night, asked if they would give me any MR points as a consolation.  After a brief hold, the agent "Macy" told me they couldn't give me any MR points but they would simply credit my account the $30 I would have gotten from SBS. That credit has now appeared in my account.

For Small Business Miami, the store charged each of my cards an extra 1¢ for the second charge and an extra 2¢ for the third charge (without asking my permission) and they added the extra cents to my store credit. In the store I went to on SBS, the harried cashier randomly charged extra cents (also without my permission) some of the times but not others. The fact that the duplicate $10.00 charges went through without a hitch without adding extra cents should have indicated to the cashier that there was no reason to keep on adding extra cents. I was prepared for this type of thing by making sure my Bluebird and each Family account under it had an extra $1. What bothered me most was that the the extra cents were not added to the gift certificate I bought.
