no-one will jump for 10%, they pay tax.. why not buy goods? (maybe even stuff you can resell)

People do it at their supermarkets or restaurants etc. There's places that offer gift cards to many different stores.

So twenty percent. I'll add a couple more au's. If he can process a thousand cards that's six grand. Even minus tax that's a decent amount.

Actually not. If you charge it as a GC you dont charge tax (or pay). Only when the costumer uses it is there tax.

I'd say if someone mixes it in to regular people buying gift cards it'll work but doing everyone for cash may cause a lot of trouble (and very against terms of cards)

If you have no balance on the card, and it will end up negative, u can request a check from amex
If you think nobody cares about you... just forget to pay your credit card bill

Process it as people buying gift cards. Process it as people buying bananas, for all I care. No taxes, and he can just give you cash. Amex doesn't know what you walk out of the store with. It's a glorified cash advance. The seller has to pay revenue taxes, but twenty percent should cover that.
