But if it'll function the exact same as a regular phone then why not use it.
Also there are plenty of cases where it's not such an emergency where this app can work

Definitely not true. The poskim I speak to all consider electricity miderabanan at most.

so all those times I by mistake turned on the bathroom light on shabbos..... phew....

The essence of electricity being miderabanan doesn't mean you won't transgress a de'oraysa when using an electronic device or circuit.
Best example is turning on incandescent (and even fluorescent acc. to some) lightbulbs.

The meal I'm eating now feels really weird. I'm using my phone at a fully set Shabbos table, all dressed for shabbos...

If it was fluorescent it's still a Derabanan, same Gehenom for D'oraysos and Derabanans.

It depends on what type of fluorescent and who you hold like.
I remember reading that that on a certain type (or all) of fluorescents, an igniter ignites some gases or something to that effect which would make it deoraysa.
