ANA Flight Changes

Is there any charge (money or points) to change a United flight booked with ANA miles to a different United flight? I know that to cancel entire ticket costs 3000 miles per passenger.

The site seems to indicate that you can...except this line I couldn't understand

・The Partner Flight Award is not permitted to change ANA Flight International Awards.

A flight on united (or other ANA 'partner') that was booked by ANA cannot be changed by united.
