You're just Missing some bloatware & Headache's
It's only the UI that canged,
Updating A Browser has nothing with OS
I wonder How Google manages to release newer versions of chrome for the same OS Hmmmm.

Oh I forgot The Calander/Clock Has A new UI

I am Still looking for 1 new feature they added, Not shortcut, or design,
Its not an updated browser. Its a new browser. Yes i am sure they can release it for Windows 7 but it still takes resources. And for me i just get work done faster so thats all the matters to me. Oh any why not upgrade it only takes 20 min? any cons to upgrading?

The version that  came with the LT, I guess 7 starter, cant check now.

Only low-level laptops come with 7 starter.  Is it a 10/11 inch screen model?

no 14 inch standard laptop, I did do a complete restore of windows a few months ago using the recovery

In control panel shows the product id and says that is is genuine..

As I mentioned above I have a scrolling issue with my elan touchpad since the upgrade

Even Though
There are over 4 million ppl using it on a delay basis already for over 6 months. Im assuming they worked out all the issues. Task view and multiple desktops just for that its worth to upgrade.... And i dont see the downside. I upgraded already. It took me under 20 mins. And you can always go back to the old version(takes about 20 min as well)
(Maybe i should go buy the Lotto)

See the attached it appears to be installed twice, Settings are blank, when I click on 1 of the 2 tabs it opens, when I click the 2 tab iy crashes

Yay It works! I right clicked on it install driver software from my pc chose from compatible list And it actually works with windows 10

Did you try using the tool I posted in wiki?  Also, can you show compatibility report (click on that windows 10 icon (gwx) and go to menu in there)
