To save yourself frustration, don't upgrade to Win10 yet. Too many issues.

Here is the fix for slow chrome on win 10:
Disabling Hardware Acceleration in the Advanced settings helped me. It has improved 10 fold. I think someone else here actually posted this answer too-- just further reassuring that it's what worked for me as an avid chrome user. Settings> Advanced Settings > Scroll all the way to the bottom. Should be a checkbox. http://i.imgur.com/EMCIBnD.png?1

I don't know if you can "downgrade", but you can almost definitely install a fresh copy of Windows 7.
