Since October 12, 2015, the prepaid REDcard (Redbird) can only be loaded at Target with cash. It can still be loaded online with a bank-issued debit card, up to $200/day and $1K/month.

Therefore, for MS (manufactured spending) Redbird is now considered dead. RIP!

But whyd your have to spin around? Why not just put your card right back in without the spin move? Is that so the camera on the atm thinks your a different person and won't hold back the money

Yes. Target is always a regular purchase to all banks.

if you want to activate more than one redcard in a day using your id, the second time you'll need to make up a social security number

Not sure if this is what you're referring to, but I've made a $400 withdrawal at the Target ATM and then turned right around and made another $340 at the same ATM (with the understanding that $750/day is the daily ATM max and my Target ATM only dispenses $20s, with a max of $400 in a single transaction).
I've done this two days in a row at two different Targets without a problem.
I tried that and the card was declined. Not sure why...

I was also only able to complete one $400 withdrawal even though I tried to take out more.

Perhaps it's regional? I wonder if all the Target ATMs are run by the same bank (I'd think they were, but not sure otherwise why this might not work).

I thought I'd give a summary of my Redcard buying excursion today in MD in case it helps anyone.
Pikesville, MD - Since this is the main Target near Baltimore, I was only able to find 2 Redcards near the cashiers (it's possible there were some that I missed). When I went to CS to activate them, one of them gave an error, which the CSR called "defective". She went and found another 2 somewhere, one of which was also defective.
Towson, MD - A bunch of Redcards on the racks. I taught one of the cashiers what to do, and she activated around 15 for me.
Aberdeen, MD - Stay away if you want in bulk. CS and employees have been instructed that only 1 per person, and they wouldn't give me permission to take unactivated cards. I suppose you could try going from cashier to cashier, but I didn't want to cause a חילול השם.
