I think this is the appropriate response.

The fact is, many people write off ideas because it doesn't seem possible or "make sense" that it should work. But those who continue to try themselves are likely to succeed.

You're confusing redcard with Serve. Only Serve can be loaded at FD.

My bad. I did not know serve could be loaded at FD. If that is so, then I can understand the question

In the wiki. If you make 200 transactions a year and load more then 20k you get a 1099.. What is called a transaction? only a load on the card I store ( or bank online) ? Or if i transfer funds from other RC to my is this called a transaction as well?

Your not getting a 1099.its not taxable. Search the thread.

So what what does it mean in the wiki? It appears there that if I hit 200 transactions and I make 20k I will get a 1099

Just in Target on Flatbush Ave using my permanent redcard for the very first time, tried to load $1k and it was declined using my Citi buisness aa master card, is it a problem with this location? Or something else?.

If the CC was declined it has nothing to do with target, contact your cc company

Probably your credit card. I would call Citi.
