Since October 12, 2015, the prepaid REDcard (Redbird) can only be loaded at Target with cash. It can still be loaded online with a bank-issued debit card, up to $200/day and $1K/month.

Therefore, for MS (manufactured spending) Redbird is now considered dead. RIP!

I tried to load RC today in Target on the Belt near JfK, my RC was declined on 1k load. I called CS they asked me if it was from a cc, told me that they have stopped letting thru cc. Anyone else heard something like that?

It tells you the date it will be delivered. Its usually right +/-1 day

I did a load from a credit card yesterday (at a different store in the Greater NY area) with no problem. I've given up on the Gateway store.

Why not just load your RC with a 0% on purchases CC. No need to cycle each month.

how would I be tying up my rc? My cheshbon was that every month i'd load the rc to pay off the cc just like I do now. The only exception being that ill constantly be 10k behind but never actually pay interest. Am I wrong?

You will need more than one RC. What if RC stops with CC loads in a few months? With the 0% card you have more time.
