Since October 12, 2015, the prepaid REDcard (Redbird) can only be loaded at Target with cash. It can still be loaded online with a bank-issued debit card, up to $200/day and $1K/month.

Therefore, for MS (manufactured spending) Redbird is now considered dead. RIP!

Have you tested this with all types of GC's?

Yes, with Visa, M/C and Amex.

Out here on the west coast, I've tried to load $2500 (or in fact anything over $1,000) and the system always says "amount too low..."

Nothing over $1,000 ends up working.

Has anyone loaded >$1,000 recently?

AFAIK you were never able to load more than $1k at a time.
Correct. The system is hard coded with a limit of 1k per transaction. What used to work, but doesn't anymore, was the FT method, but that posted to RC as 3 transactions.

How can I pay off cc with RC? It seems like I would go to the pay my bills option --> add a payee --> then use my cc number as account number for person or business I'm paying. What address would I be using for my cc?
If your cc is in their system -- and as long as it's a major one it will be -- no need to input address. Just  account#

You may still need to enter the billing zip code. You can find it on your cc bill, or somewhere on the cc website, or you can call your cc and ask them for it.
