Since October 12, 2015, the prepaid REDcard (Redbird) can only be loaded at Target with cash. It can still be loaded online with a bank-issued debit card, up to $200/day and $1K/month.

Therefore, for MS (manufactured spending) Redbird is now considered dead. RIP!

I registered it online with my siblings DOB & SS, but used my address as my sibling lives in Canada. Now Amex is asking me to upload proof of address but I have none in his name at the address I gave. Can I give them his Canadian address?
Do you have any choice? It sounds like giving the Canadian ID and address is the only option.

Two questions:
1) what's the suggested maximum amount that one can withdraw a month without risking getting the account closed?
2) if I'm trying to spend $1000 to get a bonus on an amex, will it count as meeting the spending amount?
3) if I load with an amex, will i get points as a transaction?

Also, what's the harm in answering sometimes along with directions of where it's found?
You already took the time to answer.

No harm at all, except the answer is not simple. No one really knows how often we can do it before getting shut down.
