Since October 12, 2015, the prepaid REDcard (Redbird) can only be loaded at Target with cash. It can still be loaded online with a bank-issued debit card, up to $200/day and $1K/month.

Therefore, for MS (manufactured spending) Redbird is now considered dead. RIP!

Had anyone registered a RC recently and got asked identity verification questions from public record info, instead of having to upload documents?

Not personally but one of the people who bought the REDcard from me had this happen, he said he answered the questions and was approved instantly.

They basically want to make sure that an actual John Smith that lives at 123 street is applying for the Redcard, to prevent one person signing up for multiple cards, or people signing up with fake identities (money laundering) etc. I have 3 Redbirds, had family members help me out by signing up for the other two.

No
I had it denied once on arrival+ and rep just assumed it was GC and I went along with it although that was just 1k
GC sounds good because it makes sense to get a charge for even amouts
I wonder what people who type "u" instead of "you" do with all their free time.

Okay time heeled it.  I just attempted a charge and it went through I guess it was denied for target 1k but it works fine now.  I just hope that no FR is on the way.

Again!  According the rules of RC on their website you CAN NOT  load with a cc.  So I don't think it's a good idea

I understand why they would require it. It's just that IME in the past, the only method of identity verification they had for both Serve and RC was to upload SS card and photo ID. Seems like this method is new, and much easier.

I had both. 1st they asked me a bunch of questions and then I had to upload DL and POA

The guy at the register said "all done, should I swipe it again" while he was still holding the RC and I thought he was telling me that the card doesn't go through. then I just took it and left. You guys that have the balls to stay there and load 5 cards shokyach.

I build up the nerve with one swipe when i buy something at the register, then head to CS to get the 14 additional swipes it takes to complete my 5 cards.

You can get a bigger bang for your buck with the Amex Everyday Preferred card (if you make 30 purchases on it a month), and the Chase United Club card.
