Since October 12, 2015, the prepaid REDcard (Redbird) can only be loaded at Target with cash. It can still be loaded online with a bank-issued debit card, up to $200/day and $1K/month.

Therefore, for MS (manufactured spending) Redbird is now considered dead. RIP!

I think I heard that with Citi they do. I don't have a Citi card so I can't say I've tried it.

You can always just set your CA limit to $0.

I was referring to BUYING amex GCs.

Went into the store to load three cards  and was again limited -- this time to $2500 total. Store clerk said there was a $2500 limit per person per day (obviously incorrect, but what can you do).
He clearly has no clue what he is talking about.

if you are looking to get 2% just use citi doublecash.

Arrival Plus gives 2.22% back and fico score and some credit union credit cards give 3% back at Targets coded as groceries.

it would work but since many are cracking down, i wouldn't do it. i have had bad experience with these
