Since October 12, 2015, the prepaid REDcard (Redbird) can only be loaded at Target with cash. It can still be loaded online with a bank-issued debit card, up to $200/day and $1K/month.

Therefore, for MS (manufactured spending) Redbird is now considered dead. RIP!

only if you can't pay your bill in the 60 days till they mail you a check
Either way I'm not really worried as there are other ways to procure money from nothing to pay of your statement in the meantime.

They can't.
They can't take your money. But they can close your account leaving you with no evidence if how much you gad in there (SAVE YOUR RECEIPTS GUYS) and then tell you they have information to tell you. So yes they can't but they can.

I still don't see where people see in the terms and conditions that amex can take one's money outright or hold for 60 days. In section 15 the first sentence might imply they could steal ones money at there discretion, but the second sentence "We will only close your Account if there are no funds remaining in your Account (including your Reserve) or Sub-Account, unless you specifically instruct us to close your Account.." clearer implies they won't shut an account with money on it.

Could someone please provide proof that amex can hold the funds for 60 days?

Not possible. Once they shut you down from either of their products, they won't allow you to get a different one.

Interesting thing is I was told by rep I COULD reopen (I know they don't know what they're talking about). When I tried the system says I can't because i have an existing one. Now the account is definitely closed as you'll see in the pic so that makes no sense.

Would you feel comfortable sharing a redacted version of the shutdown email you got? It would be interesting to compare to the VFTW one to see if we can tell that one's legitimacy.
