Since October 12, 2015, the prepaid REDcard (Redbird) can only be loaded at Target with cash. It can still be loaded online with a bank-issued debit card, up to $200/day and $1K/month.

Therefore, for MS (manufactured spending) Redbird is now considered dead. RIP!

I have the app installed on my Android but there were no flags or anything I could do. Once, about two weeks ago, the app asked me if I attempted charges at a gas station and once I cleared them, I was able to use the card. But this time, there was no push alert.
I have set up that I get a text and I just need to reply yes and it's resolved

The app isn't the only way, You can have text alert set up and clear the fraud alerts via text .

The routing and account numbers they give you for direct deposit are for "push" ACH deposits only. They cannot be used to "pull" (withdraw) from your RC.
Out of curiosity, have you tried?

If they are a known payee wont it default to their mailing address? Did you try to set up the payee and see if it gives you an address?

Just some Datapoints from last week:
Gateway - 1 swipe up to 1k one card
VS - Ditto
Westbury - Ditto one day, multiple card another day YMMV
Hicksville - Ditto no GCs allowed period
Levittown - 2.5k no issues
Linden NJ - $500 per card at CS, Cashiers clueless so $2.5k possible

For the past few weeks in Los Angeles, I have noticed that invariably one of the persons in front of my line is getting a RED card loaded with a credit card -- I usually have anywhere between 1 to 3 people in the front and no more than five. So, yesterday, I asked the CSR in the Returns department how often do they get load requests and she said "all the time". She said that Redcard is now available in NorCal and they are making their way to LA and have become very popular here.

When I was buying items at the target, the cashier always pushes for the customers to apply for the RC to save 5%. When it came to me I said, I have one and used it. She then asked me where I got it. I saw that she really wanted it so I was nice and then asked if she can load my card. She did without any hesitation. What I don't understand is, she is advertising the card to every customer, why can't she just apply for the card like she would do if a customer  agreed to get the RC?

No,  she was pushing the debit card and credit card.
