Since October 12, 2015, the prepaid REDcard (Redbird) can only be loaded at Target with cash. It can still be loaded online with a bank-issued debit card, up to $200/day and $1K/month.

Therefore, for MS (manufactured spending) Redbird is now considered dead. RIP!

Most Target employers wont allow this to load your RedCard (ONLY ONCE I got lucky here in NY) they say it "needs to have your name" or "has to be attached to a bank". Is there a different card serve/bluebird that is easier to unload with in NY?
So what do us Brooklyn folks do now? They always want a name on card

It says in the wiki that a 1099 is triggered by 200 transactions and $20,000 gain. Are these transactions loads only? Also I'm assuming by sending out checks or directly paying your bills this would be circumvented.

In order to help the VGC method live longer than the CC, I would like to know how many requests from the same cashier is appropriate. What is your strategy for loading the limit in as few visits as possible.

At Barclay I've used GCs w/o a problem.  Make that GC.  1 load per Target visit.

so just one $200 VGC per a visit? wouldn't that take forever? you don't load at first and last cashier or something like that?

In Walmarts that are still nice you can go to 12 different cashiers and do 2 cards at a time. Most Targets are CS only and they'll see you running around...

Tri state is the center of the universe. therefore if most places in new York are cs only so too all places are cs only.
