Since October 12, 2015, the prepaid REDcard (Redbird) can only be loaded at Target with cash. It can still be loaded online with a bank-issued debit card, up to $200/day and $1K/month.

Therefore, for MS (manufactured spending) Redbird is now considered dead. RIP!

when will it be rolled out nationwide
Right after they block CC's. :P

IMHO it's still in test mode. They'll analyze the results, make corrections and then roll it out to NY/NJ.

My friend picked up 20 cards in Ohio but the cashier didn't know how to activate them. Once he has them can them be activated in NJ or online? Absolutely nothing was done to tem in the store.
I am sometimes accused of overthinking things. I am still mulling over whether that accusation has merit.

Source?
read it too fast on my phone and missed the part of not being registered in the store. I thought he was asking if they could be used in a different state that doesn't have the card yet. My bad. I would still try activating one online.

I am in a non-participating location (Non-NY or NJ) and would be happy to experiment and post data points on activating a card in a non-participating location.  If someone would be willing to mail me one or two cards, I will gladly do the experiment and post results.

You are funny. Unless there is hard data this will not work conventional wisdom says it will.

"Reload Anywhere (in the US)
I know I’ve answered this before, but I keep getting questions about this.  YES, if you (or a friend) buy a temporary card at a participating Target store, you can reload it at any Target store in the US.  Note though that some stores in North Carolina seem to be having technical difficulties with both the purchase and reload of cards."

Here is the million dollar question:

If a friend buys it for me out of tri state, then just gives me the number and I register it online. Will they block the new card from being sent if my address is listed in ny?

That's not the question.  The question is can a card be activated at a non-participating location.

These cards are being sent all over the country. Has anyone seen one report of not being able to activate them at a store that does not have them?

In a heartbeat but no reason to shoplift. Go to CS and tell them you would like to give them as gifts but can't activate them at this time. They are very accommodating.

Firstly, I most certainly would.  Just say that you want your one call to be to ShlockDoc.  Secondly, I don't think anyone will get pinched for pocketing two unactivated cards.  I'm sure the cashier would even say "whatever" if you asked her if it's ok to take...
