Since October 12, 2015, the prepaid REDcard (Redbird) can only be loaded at Target with cash. It can still be loaded online with a bank-issued debit card, up to $200/day and $1K/month.

Therefore, for MS (manufactured spending) Redbird is now considered dead. RIP!

I had someone pick me up a red card and they loaded it with a penny, when I tried registering the card I got that message, so I called amex and he said that the cashier in target didn't activate the card correctly, and the only way to use the card is to send in the info that the card was activated with, along with the target receipt. I couldn't send in the info because when activating the card he made up the numbers so I'm still waiting to get another card.
the free card or a $5 card/state? My memort is from the $5 location.

well the cashier told him that he has to load it with any amount, even a penny, this was in Pittsburgh

It's been reported that activating with under $1 can cause issues.
the amex rep. was also a bit surprised that the cashier let him load less than a dollar

So in the Target store I went today the cashiers sent me to CS... (they didn't make me any issues loading $2500 in two and a half shots)

A friend loaded mine with one penny.  I had no problems.  Made up the birth date on the first screen.  Went thru no problem

Yes and no,
I received my card 3 days after registering,.
But the more into the program it goes, the more cards they need to make, the longer it will take, a friend of mine, registered last week Wednesday, and got it this past shabbos,
But it does make sense that the longer in the longer to receive,
If you don't receive it tomorrow (Monday) I would call..
Unless it's the holiday season that's delaying, as if you don't get Monday, I don't think there is mail Tuesday..
It also might depend on where your shipping it to, I sent mine to NY, that might be a factor..
What's your plan for yud shvat?

In my unbridled enthusiasm, I purchased an extra temp card and loaded it with $500 but now don't think I have a real person's identity to convert it to a permanent card.

you can load it onto a AFT (Amex for Target) and cash out at an ATM-verified.
Based on this, i would think that you can can transfer it from one red card to another, but i have never tested that.

Yes, IME, as well, can't use ATM with an unregistered temp card.  (A registered temp card works fine to unload, though.)
