Let the friend take the sick person to the hospital and then come pick you up

If this is the answer, the riddle has holes.

Quote
a person from a different country you've been looking for a very a long time to speak with and is never here and now you need to grab the opportunity.

According to this, if the reason he can't leave the person from another country is because that person won't have enough time, then letting him drive the old man won't solve anything. And if he has plenty of time, that person could also wait at the bus stop while he drives the old man himself.
Live forever or die trying.

1.   Which word would you use if you needed to describe a person who doesn’t have all their fingers on one hand?

2.   If a plane crashes right on the border between Canada and the United States, where should they bury the survivors?

3.   Imagine you are walking now in to a dark room and you see there an oil lamp a newspaper and some kindling wood, but you only have one match! What will you light first?

4.   One day a man got caught in the pouring rain, unfortunately he did not have an umbrella, hat or anything he could use to stay dry, but not a single hair on his head got wet! How so?

5.   How can it be that every single person in a plane crash died, but two people survived?

6.   What do you sleep on, sit on and brush your teeth with?

7.   In some months there are 31 days, in others there are 30, how many months have 28 days?

8.   A man dressed in all black from head to toe was walking in the middle of the road, all of a sudden, a huge black car with its headlights off came around the corner and screeched to halt not to hit him, how did the driver of the car see the man in black?

9.   There was 3 highly important rooms in the house of a highly important man, 1) filled with valuable top secret documents, 2) full of money, 3) full of expensive jewelry. But one day the house went up in flames and all the 3 rooms were catching fire, which of the rooms did the police start to extinguish the first and foremost?

10.   What’s the biggest problem with snow boots?

1. Most people have fingers on two hands, so I would use any normal word to describe such a person.
2. Survivors
3. Match
4. Bald
5. Married
6. Bed, chair, toothbrush
7. All
8. Daytime
9. The policy waited for the firefighters to show up
10. They melt

what would you do if:
on a cold winter rainy -terrible weather- day, you drive down the street with your car passing by a bus shelter you see 2 people sitting there
1) an old and sick person who looks like he is about to die due to the -terrible weather- and needs a hospital ASAP.
2) a person from a different country you've been looking for a very a long time to speak with and is never here and now you need to grab the opportunity.
but the only problem is that in your car you have place "only" for 1 more person there is 'absolutely' no way another person could get into your car.

whom would you take?
This riddle is missing the third factor which is the third person waiting is a friend who once saved his life. And therefore the answer is let friend take sick guy to hospital and u get to spend the bus ride catching up with the overseas guy
Don't wait for the perfect moment; take the moment and make it perfect.

Lateral Thinking Puzzles, unlike most puzzles, are inexact. In a sense, they are a hybrid between puzzles and storytelling. In each puzzle, some clues to a scenario are given, but the clues don't tell the full story. Your job is to fill in the details and complete the story. Obviously, there is usually more than one answer to any given puzzle, but, in general, only one solution is truly satisfying.

A man lives on the twelfth floor of an apartment building. Every morning he takes the elevator down to the lobby and leaves the building. In the evening, he gets into the elevator, and, if there is someone else in the elevator -- or if it was raining that day -- he goes back to his floor directly. Otherwise, he goes to the tenth floor and walks up two flights of stairs to his apartment.

What's the situation?

He's too short to reach the 12 button without his boots or the help or another?

Yup.
Although it makes more sense to say his umbrella than his boots

It makes more sense. Otherwise he would also go direct on snow days. And an umbrella gives greater access than the limited height of boots.

Next. This was a little harder (at least for me) and kind of unrealistic.

A man is found hanging in an otherwise empty locked room with a puddle of water under his feet.

What happened?

That's a good cheshbon. I was thinking more simple that most people don't wear boots when it rains
