There are those who are noheg to say haftora of kedoshim, on both achrei and kedoshim, even when they're not together. Very rare occurrence though, that there should be no overriding haftora on both weeks

Interesting. Is it even possible?
I'm thinking of a different one. I do think that everyone has the same minhag for my answer

If you have a minyan fasting בה״ב. They will say דרשו two weeks in a row (just not on Shabbos).
I've been waiting over 5 years with bated breath for someone to say that!

פורים דמוקפין that falls out on Shabbos, they lein the same haftora as Shabbos Zachor (the previous Shabbos)

Interesting. Is it even possible?
I just looked it up; according to most minhagim, it only works out in a שנה מעוברת with a calendar setup of זחג. Last time that happened was in 5757 and should next occur in 5784. And what's most fascinating is that the ones who have this minhag to say the same haftora twice in a row, are certain kehilos in yerushalayim. And the reason is because they have another such scenario: פורים משולש!
( I hope all this learning is allowed today  ;D )

Probably not the answer you are looking for, but if I was in E"Y where they were one week ahead in torah reading and then came back to Chutz La'aretz.

This year for example, if You were in Israel for the Shabbos of June 6th, and returned to the US for the Shabbos of June 13th, and had maftir on each shabbos you would have lained the same haftorah (Behaloscha) two weeks in a row.

That would have been קים ליה בדרבה מיניה - reading the same parsha two weeks in a row, and it wouldn't be a tzibbur.
