Which leads me to a few more leining riddles:
- What is the most commonly read haftorah, how many times is it read per year?
- What is the most commonly read torah section, and the max number of times per year it is read?
- What haftorah is read on different days in Golus and in EY (hint, not everyone reads it in EY)?

You asked about Shabbos morning.

In how many situations do we take out 3 sifrei torah on shabbos morning, and what is the maximum number of times that it can happen in a given calendar year?

Only in Eretz Yisroel can Simchas Torah be on Shabbos.

I don't have the time and/or patience to do the math, but I believe that there are at least 2 shabbatot rosh chodesh per year that aren't otherwise holidays where we would lein the Rosh Chodesh haftorah. Machar Chodesh is a little less likely only because if Rosh Chodesh is 2 days, and one is shabbos, we lein Shabbos Rosh Chodesh and not machar chodesh.

The answer is the last two paragraphs of the Rosh Chodesh Leining. In a 385 day year, there are 7 "full"months which mean it is read a max of 20 times - 19 times on Rosh Chodesh, and one on Shabbos Pinchas. In a 353 day  year, it would be read only 17 times, since there are three fewer days of rosh chodesh

I was going to say Rosh Chodesh, but then I figured that if one of them is Rosh Chodesh Teves, then there might be only one in that year - as is the case THIS YEAR.

Regarding ר"ח lots of times we do not lain השמים כסאי
חנוכה, שקלים, החודש, ראש השנה, (וי"א ג' דפרענותא וז' דנחמתא )
 So it may happen that we lain it twice in a year but definitely not every year
