I have a sefer that has a chart of all names in Tanach. While I can't check just in the Torah, rather in the whole Tanach, there are only three Chanoch's and three Lemech's. At a quick glance, I found at least two names that are shared by seven people. (Yoel and Michael)

That is incorrect, there are 4 in the Torah as demonstrated:
בן
קין
ירד
 מדין
ראובן
They probably left out  בן מדין because the bnai keturah are a "mere footnote" in history

I went through the whole list.

Although there are seven people with each of the names אליאל, יואל, מיכאל, שמעי, שמעיה
There are eight people with the name עזריה.

Indeed. They seem to only list the lineage of Adam and the shevatim. The list has a corresponding location of the name in a chart that comes along with the sefer. Here is a picture of the list and the two places on the chart.

Found it! But my accounting was only exact spelling. When adding together chassars and moleis, there may be many more than 8 of a name...

Now, after skimming Sefer Daas Doros again, I recall how fond I am of it. It is a library of information, with numerous different lists inside, and it also comes with supplemental posters that are great.

Label the colors {1,2,3…k}. The first one says the sum of the hats in front of him modk (the last n−1 persons). After this the second one can deduce which number corresponds to the color of his hat (by subtracting the sum that he can see minus the sum previously said).

The third person, having heard all of this, can now deduce the sum of the last n−2 people, and by substracting this from the sum of the hats he sees (last n−3) he can deduce which hat he has.

This process continues on to the last person. All of them are saved except for the first one, which survives with probability 1/k. It is clear that no matter which strategy we follow, the probability the first person survives is 1/k. So this strategy is optimal.

The maximum strategy number is hence n−1.
