no. They now have to be activated at a Target in areas that have them.

Yes if you buy an activated card you can load them at Targets in Brooklyn.

Anyone in LA have any updated info on where to activate? I spoke with the City Target in the Beverly Center and they said that any non city Target can activate. Anyone found this to be true?
