Amex CLI or new card withing 6 month of negative activity

IIRC, I once read somewhere that Amex won't approve any new cards or give a CLI withing 6 months of any negative activity on the account. I had a returned payment recently. Though, I wasn't later or anything. Anyone know about this?
(Don't know if it makes a difference, but it returned due to the account being frozen for security reasons. It wasn't a NSF problem)
