Already cancelled, but is there a penalty of sorts for a seller cancelling? Seems to me it'd be easier for them to cancel all the orders than to call and email even 20 different people.

They can get their account shut down if they cancel that many orders. User cancellation has no penalty fwiu.

This is correct.
Seller cancellation hurts our metrics and even without getting suspended can have real financial impact. And user cancellation does not hurt metrics at all.

Weird, I didn't see the option in my order to cancel it, so I emailed him telling him so. He replied, it's cancelled. I then got an email saying it was cancelled by the customer. Can he cancel for me if I asked him to?

I was in Jerusalem, so (a) didn't get a phone call (b) it was cancelled by the time I checked email motzei Shabbos. And it was a generic email "Hello yaakov..."   -my name's not Yaakov   I guess he Copied and Pasted his response.
