Does it make sense that United has 0 saver award availability for the whole of Feb 2019 from NYC>LAX?

I see flights with not one seat purchased, yet there is no saver award option?

Wide open availibility AA F JFK-LAX and LAX-JFK.
Should be bookable with IB for 96k RT.
J availablity is still quite scarce.
