Ah so basically I would be doing a voluntary downgrade for the second leg?
Not a downgrade if you can't book F, being that there is no F cabin on that route.

Thinking about booking YUL-IST-TLV TK Y RT using AC but fees are really high. Am I doing something wrong or is this what it's supposed to be?

So regardless of how exactly I book (within Star Alliance), those are the taxes that I'll get leaving from YUL?

What is "Carrier Surcharge?"

I believe it's YQ, Canadian taxes ex-YUL according to united:

Canada Airport Improvement Fee   $19.20
Canada Goods and Services Tax   $1.00
Canada - Quebec Sales Tax   $1.90
Canadian Security Charge   $19.90

Carrier surcharges is YQ. Are all the flights on TK metal? AC doesn't charge YQ on TK.

Yup, all on TK metal. Could it be that AC charges YQ on TK when departure city is in Canada? Any idea what YQ would be if I booked the same flight using SQ miles instead?

Usually it's way more with SQ miles.
